IBA Board Vice Chairperson Victoria Mupwaya said continuous professional development is critical in strengthening the authority’s regulatory capacity and ensuring that staff are equipped to effectively discharge their responsibilities.
Mrs Mupwaya was speaking in Chilanga district when she officially opened a three-day Compliance Training Programme for IBA staff in Licensing and Compliance.
She said the broadcasting sector has a direct impact on society, public discourse and access to information, making continuous learning, monitoring and assessment essential.
Mrs Mupwaya added that compliance should not be treated as a once-off exercise, but should instead involve continuous improvement in line with developments in the media sector.
She further called on participants to deepen their understanding of the broadcasting regulatory framework, licensing requirements, license conditions, compliance obligations and the respective responsibilities of broadcasters and the regulator.
Mrs Mupwaya said a strong understanding of the legal framework is important in ensuring that regulatory decisions are consistent, transparent, fair and properly grounded in law.
She also emphasised the need for broadcasters to uphold professional and ethical standards, including accuracy, fairness, balance, impartiality, respect for privacy and the responsible handling of information.
IBA Director General Webster Malido said the programme is also intended to ensure that broadcasters continue to operate within a compliant regulatory environment.
Mr Malido stressed that the training is aimed at strengthening the capacity of officers responsible for regulating the broadcasting industry.
He said the IBA remains committed to strengthening its regulatory capacity and ensuring that the broadcasting industry operates in accordance with the law.
Meanwhile, Eastern and Southern African Management Institute (ESAMI) Country Manager, Anthony Chanda said there is a need for broadcasters to continuously improve compliance levels in line with changes taking place in the industry.
Mr Chanda said the media also has a role to play in supporting the Grow Zambia Agenda and should therefore be equipped with the necessary skills to contribute effectively.
