President Hakainde Hichilema has completed his Cabinet appointments, swearing in Charles Milupi as Minister of Transport and Logistics and appointing Lukulu South Member of Parliament Dr Christopher Kalila as Minister of Housing.

Milupi, who was missing from the list of ministers sworn in at State House on Wednesday, October 28, returns to Cabinet to head the newly established Ministry of Transport and Logistics.

Kalila’s appointment places him at the helm of the new Ministry of Housing, which has been created as part of the restructuring of government ministries under Hichilema’s administration.

The two appointments fill the outstanding portfolios following the President’s announcement of a reorganised Cabinet.

Milupi returns to Cabinet

Milupi previously served as Minister of Infrastructure, Housing and Urban Development before he was left out of the Cabinet lineup announced on Wednesday.

The former ministry has since been reorganised, with separate responsibilities assigned to different portfolios.

Collins Nzovu was appointed Minister of Infrastructure and Urban Development, while Patrick Mucheleka was assigned the Ministry of Lands.

Milupi’s appointment to Transport and Logistics gives him a new portfolio within the expanded government structure.

Kalila takes charge of new Housing Ministry

Kalila, who represents Lukulu South Constituency in Parliament, has been appointed to lead the newly established Ministry of Housing.

The creation of the ministry follows the restructuring of the former Ministry of Infrastructure, Housing and Urban Development, which had combined housing responsibilities with infrastructure and urban development.

The new arrangement separates housing from infrastructure and urban development, creating a dedicated ministerial portfolio for the sector.

The ministry’s responsibilities and policy priorities are expected to become clearer as the government begins implementing the new structure.

Cabinet restructuring completed

The appointments follow Parliament’s approval of the restructuring of government ministries from 24 to 30.

On Wednesday, Hichilema swore in 24 Cabinet ministers and 10 provincial ministers at State House, with the new structure separating several previously combined portfolios.

The changes include the creation of separate ministries for Electricity and Petroleum, Trade and Exports, Industry, Skills and Higher Education, and Culture and Arts.

The President has called on the new ministers to prioritise national interests, uphold the rule of law, remove unnecessary bureaucratic barriers to investment and focus on delivering results.

The completion of the outstanding appointments now places the Transport and Logistics and Housing portfolios within the new Cabinet structure.

The effectiveness of the reorganisation will ultimately be judged by whether the new ministries improve coordination, accountability and service delivery while providing value for public resources.
