President Hichilema said ministries should not be viewed as mere offices but as critical institutions for service delivery, facilitating investment and trade.
He said the Grow Zambia Agenda demands focused leadership, urgency and measurable results.
The President cited strategic infrastructure projects such as the Lobito Corridor, the Tanzania-Zambia Railway Authority (TAZARA) and Zambia Railways, saying they must translate into increased trade, lower transport costs, job creation and expanded economic opportunities.
“We also expect accelerated progress in planned urban development and the provision of affordable housing through modern and cost-effective solutions that will improve the quality of life for our citizens,” Mr Hichilema said.
He emphasised the importance of integrity, collective responsibility and placing national interest above personal interest in the execution of public duties.
Mr Milupi, who previously served as Minister of Infrastructure, Housing and Urban Development, was nominated as Member of Parliament under Article 68(2)(b) of the Constitution ahead of his appointment. Dr Kalila is a former member of parliament and diplomat.
The appointments are part of the realignment that has increased the number of ministries from 24 to 30, aimed at improving efficiency and service delivery.
