Vice-President Mutale Nalumango has defended President Hakainde Hichilema’s decision to realign government ministries, saying the move is aimed at improving public service delivery and accelerating national development.

Mrs Nalumango said Article 92 (2) (d) of the Constitution empowers the President to establish, merge and dissolve government ministries, subject to the approval of the National Assembly.

She said this when she moved a motion in Parliament today seeking approval for the proposed establishment, realignment and dissolution of government ministries.

She said the proposals are intended to create an efficient and effective public service that will connect the nation, grow the economy, enhance financing for the future and improve living standards.

She explained that the ministries proposed for dissolution and realignment include Energy, Infrastructure, Housing and Urban Development, Commerce, Trade and Industry, Lands and Natural Resources, and Youth, Sport and Arts.

The Vice-President said the proposed new ministries include Trade and Exports, Industry, Electricity, Petroleum, Infrastructure and Urban Development, Housing, Lands, Steel and Higher Education, Youth and Sports, and Culture and Arts.

She stated that the proposed changes are in line with President Hichilema’s address to Parliament on October 9, 2026, in which he emphasised that an efficient, effective and results-oriented public service is key to achieving the Grow Zambia Agenda and national development.

The Vice President said several ministries will remain unchanged, including Defence, Home Affairs and Internal Security, Foreign Affairs and International Cooperation, Finance and National Planning, Agriculture, Fisheries and Livestock, Small and Medium Enterprise Development, Mines and Minerals Development, Tourism, Transport and Logistics, and Water Development and Sanitation.

Others are Green Economy and Environment, Health, Information and Media, Education, Technology and Science, Justice, Labour and Social Security, Local Government and Rural Development, and Community Development and Social Services.

She, however, clarified that although the names of the ministries responsible for Tourism, Green Economy and Environment, Education, and Technology and Science will remain unchanged, some of their portfolios will be transferred to other ministries, while others will receive additional responsibilities.

The Veep said the complete list of the proposed ministries and the allocation of portfolios and statutory functions are contained in the appendices submitted to Parliament.

Mrs Nalumango thanked the legislators that participated in debating the motion

Meanwhile, the realigning, changing and dissolution of government ministries was overwhelmingly welcomed by the Members of Parliament.

Yesterday, President Hakainde Hichilema wrote to the National Assembly Speaker Nelly Mutti to request Mrs Nalumango, who is leader of Government Business in the House, to move a motion on realigning, changing and dissolving some ministries.
