… President Hichelema breaks from decades of rushed appointments to prioritise raw delivery over political speed

IN the high-stakes theater of Zambian politics, speed has traditionally been equated with strength.

History shows that our founding father, Kenneth Kaunda, took mere days to unveil his historic first Cabinet.

When the Movement for Multi-party Democracy (MMD) swept into power in 1991, Frederick Chiluba constituted his government almost immediately after taking the oath of office.

Levy Mwanawasa followed the same rapid blueprint. Even Rupiah Banda, stepping into the presidency under solemn circumstances, wasted no time filling a Cabinet heavily fortified by energetic deputies.

When Micheal Sata marched into State House with his fiery ‘King Cobra’ rhetoric and subsequently when Edgah Lungu took the reins, the naming of ministers remained a matter of immediate urgency.

But history is being rewritten. President Hakainde Hichelema has deliberately broken the mold, taking an unprecedented amount of time to fully constitute and refine his Cabinet.

This cautious strategy distinguishes him as the longest-serving appointer of an executive team in the history of Zambia.

While critics mistake this calculation for hesitation, insiders view it as a calculated tactical reset

Having navigated the bruising realities of political governance, President Hichilema has experienced firsthand the drag of misaligned minister attitudes.

His grand vision to deliver tangible development to over 20 million Zambians has sometimes slowed down, stalled by public officials who failed to keep pace with his relentless drive.

The President is no longer looking for political placeholders or smooth-talking technocrats; he is looking for partners in execution.

The primary benchmark for the modern Cabinet is unyielding alignment with the Grow Zambia Agenda—an aggressive economic framework designed to build grassroots wealth, scale industrial productivity and secure food sovereignty.

Zambia can no longer afford ministers who treat State offices like comfortable retirement cushions.

The administration requires operational leaders who translate policy papers into physical infrastructure, agricultural yield and transparent mineral revenue.

If the President is looking for a template of the ideal modern public servant, he needs to look no further than the local government level.

Lusaka Mayor Chitambala Mwewa has emerged as a refreshing embodiment of action-oriented leadership.

Mayor Mwewa’s hands-on, highly visible approach to civic challenges has set a new standard in the capital.

He is a leader who doesn’t wait for committee reports to clear trash from the streets, organise markets, or hold local contractors accountable.

He operates directly on the ground.

This proactive approach is exactly what Zambia needs at the national level.

If the Grow Zambia Agenda is to successfully feed, employ, and empower the more than 20 million citizens, the national Cabinet must match this operational energy.

President Hichilema’s deliberate timeline is a calculated refusal to compromise on executive quality.

By taking his time, the Head of State is sending a clear message to political opportunists: the era of the passive minister is over.

Zambia is ready for an army of executors—and the wait will be entirely justified if it yields a Cabinet that works as hard as the people who voted them into power.

The deliberate pace of the New Dawn administration marks a fundamental shift in Zambia’s political history.

By prioritising operational alignment over historical precedent, Presiden Hichilema is signaling that the era of political convenience is officially over.

The success of the Grow Zambia Agenda—and the livelihoods of over 20 million Zambians—now depend entirely on moving away from passive leadership and embracing high-velocity, ground-level execution.

If this calculated wait delivers an executive Cabinet defined by the proactive, results-driven energy seen in leaders like Mr Mwewa, this historic break from the past will not just be justified—it will be remembered as the structural turning point Zambia desperately needed.
