ZAMBIA’s Ministry of Health has launched a cleanup exercise at its headquarters and will redeploy 123 officers found to be operating outside the approved establishment.

Minister of Health Hon. Prof. Roma Chilengi said in a statement issued that the exercise is aimed at enforcing structural compliance, restoring administrative integrity and optimizing human resource efficiency.

According to the statement dated Oct. 13, an internal assessment established that 123 officers were working at headquarters under temporary administrative arrangements.

The arrangement is outside the 2021 Ministry Establishment, which caps headquarters staff at 403 positions.

Chilengi said the 123 officers are being redirected to their substantive primary stations, where their official pay points and original postings are located, to eliminate redundancies and fill critical operational gaps countrywide.

“This step will immediately bolster healthcare delivery at front-line health facilities and decentralised administrative centres,” the minister said.

The ministry will then audit qualifications and competencies of all staff remaining within the approved 403-position structure.

“Every position in the approved structure will be evaluated against established professional benchmarks and job descriptions,” Chilengi said.

Officers who do not meet the academic, professional or technical requirements for their current headquarters roles will be reassigned to operational stations matching their verified credentials.

The ministry said the exercise creates a vital operational baseline as it strengthens governance, streamlines administration and improves delivery of public healthcare.
