ma has called for strengthened institutional coordination, adequate financing and clear implementation strategies to ensure Zambia achieves its climate commitments.
Speaking during the validation meeting held in Lusaka today, Dr Chibamba said the implementation of the country’s third Nationally Determined Contribution (NDC3) required measurable targets, clearly defined institutional responsibilities and sufficient technical capacity to translate climate policies into practical action.
Dr Chibamba said this in a speech read for him by the Ministry of Green Economy and Environment Human Resource and Administration Director Ranford Simumbwe.
The Permanent Secretary said achieving Zambia’s climate objectives required coordinated efforts across key sectors such as agriculture, forestry, renewable energy and energy efficiency, transport, tourism, infrastructure, mining, water security and waste management.
He said the Ministry, in collaboration with the United Nations Environment Programme Copenhagen Climate Change Centre (UNEP-CCC), with financial support from the NDC Partnership, was validating three instruments aimed at strengthening the implementation of Zambia’s climate commitments.
The instruments are the updated NDC implementation framework, the NDC investment plan and the capacity needs assessment.
He explained that the implementation framework will provide a clear pathway for translating Zambia’s NDC3 commitments into practical actions, while the investment plan will identify financing requirements and investment opportunities.
Dr Chibamba said the capacity needs assessment that will help establish the institutional and technical capacity required to implement the country’s climate commitments effectively.
He urged stakeholders to ensure that the instruments contained measurable targets, appropriate indicators and effective monitoring arrangements that reflected the realities of institutions responsible for implementation.
Dr Chibamba further called for stronger coordination among sectors and institutions to reduce duplication of reporting and promote synergies between climate action and national development priorities.
He reaffirmed the Ministry’s commitment to providing leadership in implementing Zambia’s climate commitments in collaboration with relevant government institutions, the private sector, development partners and other stakeholders.
