ZAMBIA has reaffirmed its commitment to the rule of law at the national and international levels, saying it remains the bedrock of multilateral cooperation, peace and sustainable development.

Ministry of Justice Permanent Secretary Mwenya Kaela Bwalya delivered Zambia’s statement Friday before the Sixth Committee of the 81st U.N. General Assembly under agenda item 84 on the rule of law.

Bwalya welcomed the secretary-general’s report on strengthening and coordinating U.N. rule of law activities and the work of the International Law Commission, and said the international rule of law requires greater inclusion of developing states in treaty-making.

She said Zambia, under its Eighth National Development Plan, has undertaken structural reforms to improve rule of law, human rights and constitutionalism.

The reforms include recent appointments of judges to superior courts, construction of nine new courts, modifications to court infrastructure to improve accessibility, use of specialized bodies such as the Financial Crimes Court and the Economic and Financial Crimes Division, expansion of Legal Aid Board offices and deployment of a computerized case flow management system.

Bwalya said the measures aim to translate equality before the law from an aspirational principle into a tangible right, ensure equal protection, expedite justice for marginalized communities and enhance judicial accountability.

She said Zambia is aligning legal reforms with the Grow Zambia agenda to strengthen domestic criminal justice infrastructure.

On the sidelines, Bwalya held bilateral meetings to lobby support for Zambia’s bid for a seat on the U.N. Human Rights Council for the 2027-2029 term, ahead of elections scheduled Oct. 13 at U.N. headquarters.

This is according to a statement issued by First Secretary for Press and Public Relations, Ms. Namatama Njekwa at the Permanent Mission of Zambia to the United Nations.
