Dr Mwanakampwe said local authorities have continued to be breeding grounds for corruption and illegal land allocation.
He was speaking during the installation ceremony of Gary Domingo as Kabwe Mayor, at the Civic Centre.
“The Grow Zambia Agenda should be at the centre of the Councils’ operations. There shouldn’t be a party agenda in the councils but development for the benefit of the people,” he said.
Dr Mwanakampwe urged the local authorities to work closely with the Central government in driving the development agenda in line with the Decentralisation Policy.
He called for transparency and accountability in the utilisation of public resources.
The Permanent Secretary emphasised that issues of land distribution should also be done with honesty and in public interest.
“The role of civic leaders is to provide visionary leadership beyond partisan lines,” he said.
Dr Mwanakampwe urged residents of Kabwe to support the Kabwe Municipal Council by keeping their respective areas clean and paying property rates and business levies.
In his acceptance speech, Kabwe Mayor Gary Domingo pledged to anchor his leadership on transparency, unity and service delivery.
“In the next five years, we will focus on delivering a clean environment. A clean town is a productive town. We will work on upgrading the market, issues of sanitation and improving service delivery to the people. We will also make Kabwe attractive private sector investments,” he said.
Meanwhile, Kabwe Town Clerk reaffirmed the council’s commitment to supporting the council.
“As management, we remain committed to providing the necessary technical support to the new mayor and other councillors to advance the government’s development agenda for the benefit of the people of Kabwe,” he said.
